  • Cleveland is on US 59, northeast of Houston

    The official route description for US 59 runs through Livingston, then Cleveland, then Houston. Cleveland is in northwestern Liberty County and was not incorporated until 1935. Sam Houston National Forest is immediately to the north.

  • Inside the city limits, the rules for moving a home in are strict

    The city publishes its requirements and they are specific: the home can be no more than 15 years old counted from the current year, it must be at least 1,000 square feet, it must be rated Wind Zone 1 or better (the city verifies that with the TDHCA), and it cannot carry a tax lien, because a home with one cannot be moved into the city at all. Setbacks are 25 feet at the front and 10 feet at the sides and rear, and the lot must be at least 50 by 100 feet.

  • Outside the city the county governs, and it has an office right here

    The Liberty County flood prevention ordinance requires a building or development permit for all construction “regardless of its location in the County”, and placing a manufactured home counts as the start of construction. You do not have to drive to the city of Liberty for it: the county has a permit office here in Cleveland, at 1616 County Road 3549.
