Our lot is not in Houston. It is in Cleveland, about 49 miles and close to an hour northeast, up US 59 / I-69. Plenty of people make that drive from Houston, see the homes the same day and head back, which is why it is worth calling ahead to find out what is on the lot.

What is worth knowing about this area

  • It is a one-highway trip

    The official route description for US 59 runs through Livingston, Cleveland and Houston in that order. From Houston you head up the Eastex Freeway, signed as I-69 and US 59, and come off at Cleveland. The City of Cleveland describes itself as “45 miles northeast of Houston” on the I-69 (US 59) corridor.

  • Houston has no zoning

    The city’s Planning and Development Department puts it this way: “The City of Houston does not have zoning, but development is governed by ordinance codes that address how property can be subdivided. The City codes do not address land use.” That surprises a lot of people, but it does not mean anything goes on a piece of land.

  • What governs in Houston is deed restrictions

    With no zoning, what controls the use of land is private deed restrictions, and the city enforces them in court. The city warns that they bind every future owner in the subdivision and that some run in perpetuity. You get a copy from the Harris County Clerk for a small fee.

  • The city permit is written for licensed parks

    Houston’s permit page says the Manufactured Home Placement Permit is required when a home is placed “inside a licensed manufactured home park”, and that the address where it will be placed must be in a licensed park. If your land is not in a park, talk to the city’s Manufactured Homes Section at 832-394-8842 before you buy the home.

  • In unincorporated Harris County

    Harris County has no zoning in the unincorporated area, but it does require a permit: “A permit is needed for all development within Harris County”, and its regulations count placing a manufactured home as the start of development. If the land is in the floodplain they will also want an elevation certificate.

Local rules change. What this page says comes from what the city and the county publish, with the source noted on each point, but always confirm with them before you buy or move a home.

If you are putting the home on your own land in the Houston area

This is the case where checking first matters most. Start by finding out whether your land carries deed restrictions, because in Houston those are what govern. Then confirm with the city, or with the county if the land is outside the city, whether your address will take the home. We are not going to tell you it can be done until you have confirmed it with them.
